Ninian Edwards, who married Mary Lincoln's sister,
became the first Illinois Superintendent of Public Instruction
in 1854. He received this appointment from Governor Joel Matteson,
a fellow Democrat who then occupied the office next door.
However, by 1860 Republicans controlled most major offices in the
statehouse, so the Superintendent was Newton Bateman, a friend
and political associate of Abraham Lincoln.
